Executive Summary: A researcher needs to generate metadata for one or more data objects using a tool or application selected by (and possibly provided by) the researcher.
Activity XCI-245 and its follow-up activities (including the eventual deployment of a new XSEDE metadata function) represent a major undertaking for XSEDE because they aim to add a completely new and novel set of features to the XSEDE system. While we are not proposing to develop a new metadata function from scratch, the current state of scientific metadata tools is such that integrating one with XSEDE and providing it as a service to the XSEDE community will nevertheless be a significant effort.
XCI-245 (evaluating candidate tools and selecting one or more for integration with XSEDE) is estimated to take 12-man-months of effort. (One person working fulltime for 12 months, or an equivalent with more people and/or part-time efforts.) We won't have an estimate for the follow-on integration activities until we have identified specific metadata tools for our use.
